Project Stages

  • July 5, 2007 TQSR (Table québécoise de la sécurité routière) submits its report
    • TQSR chair Jean-Marie De Koninck submits the first TQSR report to Transport Minister Julie Boulet. It contains a total of 23 road safety recommendations.
  • July 5, 2007 The minister announces six key initiatives based on TQSR’s recommendations
    • The minister announces six key initiatives, including the photo radar and red light camera pilot project.
  • November 14, 2007 Bill 42 is tabled
    • A bill to amend the Highway Safety Code and the Regulation respecting demerit points is tabled. It includes the six priority initiatives.
  • Nov.-Dec. 2007 Parliamentary committee consultations are held
    • Special consultations are held in committee. Twenty-nine organizations, groups, and private individuals are consulted.
  • December 19, 2007 Bill 42 is passed
    • The National Assembly passes Bill 42 authorizing the photo radar and red light camera pilot project.
  • September 2008 Sections of the Act become law
    • Sections of the Act concerning the pilot project come into force, notably those used to determine where and when devices may be used as well as when the testing period will be.
  • October 7, 2008 The main supplier is chosen
    • Following a rigorous tendering process, CGI is chosen to provide and install equipment, adapt the computer application required to manage evidence, and maintain and support the solution throughout the pilot project.
  • February 24, 2009 15 radar and camera installation sites are announced
    • The transport minister unveils the 15 locations where the photo radar and red light camera devices are to be installed.
  • May 19, 2009 3 month trial period begins
    • Offenders will be sent a warning letter.
  • August 19, 2009 18 month pilot project begins
    • Offenders will receive a statement of offence. Fines and fees will be paid into the Highway Safety Fund.
  • August 19, 2010 Report to the government
    • The pilot project report will be submitted to the government by the Minister of Transport.
  • October 20, 2010 Report to the National Assembly for study by a parliamentary committee
    • The report was prepared by the Direction de la sécurité en transport of the ministère des Transports, in cooperation with project partners.
  • November 16, 2011 Tabling of the report from the Committee on Transportation and Environment
    • The report provides recommendations to guide the ministère des Transports and the government in their decision making.
  • February 22, 2012 Project now permanent, addition of devices, new pilot project in the city of Québec
    • The Minister confirms that the devices will be used on a permanent basis. He also announces that 25 additional devices will be gradually deployed in Québec in 2013 and that a municipal cooperation pilot project will be implemented in the city of Québec with four more devices.
  • April 2, 2012 Announcement of Ville de Gatineau's participation in the municipal cooperation pilot project
    • Ville de Gatineau will take part in the municipal cooperation pilot project which will begin in 2013. Four mobile photo radar devices and one red light camera will be installed. The pilot project will take place for a minimum period of 18 months.
